Those libraries have been deprecated for several years. The successor is
libnm, a GObject-based client library using GDBus instead of dbus-glib.

Mark libnm-glib4, libnm-glib-vpn1 and libnm-util2 as M-A: same.
As pppd has not been converted yet, keep installing the ppp plugin to
/usr/lib/pppd/2.4.5/.

- Drop static libraries from *-dev packages.
- Install new header files for libnm-glib-dev.
- Install network-manager gtk-doc documentation.
- Drop keyfile plugin, it is now built into the core.

TODO: Find and use a better group for this!!!
This makes the diff.gz smaller and better tracks upstream changes.
Removed the install commands from debian/rules and added the *.conf files to
the corresponding install files.
- Removed the creation of the /etc/NetworkManager/dispatcher.d directory from
debian/rules. This is better handled by network-manager.dirs.
- Removed useless dirs file
- Fixed some *.install files (location of binaries have changed, additional files etc.)
- Removed configure switch --without-named, seems to be unused, added configure
switch --with-wpa_supplicant
