d/tests: Add initial autopkgtests.
Those tests were split off from Ubuntu's NetworkManager tests. This commits adds the tests that can be executed without the need of loading any special kernel module, like mac80211_hwsim for WiFi testing. It can only test wired connectivity for now, using veth devices. In https://salsa.debian.org/utopia-team/network-manager/-/merge_requests/13 we tried to make it work in DebCI/SalsaCI LXC containers, but it turns out that NetworkManager does not behave correctly without a functioning udev (especially the "unmanaged-devices=" setting and "NM_UNMANAGED=" rules) and LXC containers do not provide a properly usable udev (i.e. /sys/ is mounted read-only). So we're falling back to using a `isolation-machine` Restriction in d/t/control
