Stop touching /etc/hosts.
* debian/patches/60-policy-stop-touching-etc-hosts.patch
- Stop touching /etc/hosts. Rely on the debian installer to setup
/etc/hosts so the hostname is resolvable. Patch cherry-picked from
upstream Git.
