Create compat symlinks for the '_' → '-' change.
* debian/libnm-glib-{vpn-}dev.links
- The name of the pkg-config files has changed ('_' → '-'). Create compat
symlinks so existing configure scripts keep working, allowing for a
smoother transition to the new library names.
