Subject: Add Build-Depends on policykit-1

The file /usr/share/gettext/its/polkit.its is required when generating
the translations. Otherwise the build will fail with:

/usr/bin/msgfmt: cannot locate ITS rules for data/org.freedesktop.NetworkManager.policy.in
