Those tests were split off from Ubuntu's NetworkManager tests.
This commits adds the tests that can be executed without the need of loading
any special kernel module, like mac80211_hwsim for WiFi testing.

It can only test wired connectivity for now, using veth devices.

In https://salsa.debian.org/utopia-team/network-manager/-/merge_requests/13 we
tried to make it work in DebCI/SalsaCI LXC containers, but it turns out that
NetworkManager does not behave correctly without a functioning udev (especially
the "unmanaged-devices=" setting and "NM_UNMANAGED=" rules) and LXC containers
do not provide a properly usable udev (i.e. /sys/ is mounted read-only).

So we're falling back to using a `isolation-machine` Restriction in d/t/control
